Configuring a CDN in Joomla! can be done with a plugin such as CDN for Joomla! The free version of this plugin only supports using a CDN on unsecured pages, not via HTTPS. See the plugin page for details.
After installing and activating the plugin, copy your Tinify CDN endpoint (without https://) into the CDN Domain field in the Setup tab of the plugin settings.
